it's the academy. yeah, of course it is. he's sitting at a table in one of the classrooms, nose buried deep in a thick magical tome, other hand absently writing as he reads. his thoughts are more visual than you might expect - chrono gets to see him visualizing the components of a spell and comparing it to his own, almost like he is imagining himself utilizing the forms of casting in this place.
his magic was briefly notable at the execution, but that was a long time ago, so chrono gets to watch his thoughts visualize it - a bird made of light that flutters around his head, dropping feathers, adjusting as he moves one hand absently in the air. his thoughts form into words around it, elegant scripted writing that falls away like the feathers.
"Witches invoke magic through the use of gestures, incantations, enchanted objects, potions, and elixirs. Witches require extensive education and training in order to master the system, allowing them to use magic effectively and safely." What a wonderful concept... ]
[ the sight of taair studying so intently would be enough alone to bring a gentle smile to his face, but the glowing bird circling around him and the visualisation of his other thoughts makes the sight kind of arresting, in a nice way.
with all the careful calm he can muster, chrono comes over wordlessly to the table, taking a seat across from him to not disturb his reading too much. for a long moment, he'll just sit with his chin on one hand, watching the light-bird make its rounds.
when he eventually does speak up, it's with an amused, pleased tone. ]

This type of magic is forbidden, technically, and sorcerers and sorceresses are often persecuted for it.

The majority of the magic that I learned is that of the Papal States, but... my birds are my own. Sort of a fusion of the two types, I suppose - enough that it would not raise suspicion, though I don't often cast it in the place that I live.

Not because they don't want to, but because they don't have access to the materials or education to do so. The Papal States want to control the narrative around luxite, and so to them, anyone who practices magic outside of the standard Light of Sanctuary methodology is heretical.
